Biography

Mr. Collins RUTENGE has a Master of Science in Finance from Strathclyde University-2006, with Focus on Financial Markets and Institutions, Treasury Management, Project Financing and Evaluation in developing countries. He also holds the following Academic Qualifications; Certified Public Accountant (CPA-T)-2008, ACI-International- Financial Markets-2005, Advance Diploma in Certified Accountancy holder and Certificate in Leadership for change from Cooperative University Kenya-2021.

Mr. Collins RUTENGE joined DCB Bank as Chief Manager, Risk and Compliance in July 2023. This comes after serving as Chief Executive Officer at Community Banks Association of Tanzania for the last four years. His career experience also includes working for various International and Regional Banks including  KCB Bank, Barclays Bank, Bank ABC and CBA Bank, where he served in various capacities such as Finance Officer, Foreign exchange Dealer, Treasury Operations Manager, Head of Commercial, Head of Operations and lastly Head of Risk and Compliance.

He is enthusiastic about inclusive finance (financial inclusion and finance growth) that delivers value to real and social sectors which enables equitable growth for inclusive development. Creating wider and positive impact to the economy and society, especially enterprises and financially excludedFarmers, Women and Youth.

He has diverse market and industry knowledge of Tanzania’s financial and other sectors, and the dynamics of the economy and society. For more almost two decades, he has extensively engaged, influenced, and worked with policy makers and regulators (i.e., MoFP, Bot, FIU, CMA, PMO, Local Government Including Regional Commissioners and Regional Administrative Secretaries). Further illustrating his journey, includes the efforts to bring to life the Rural Financial Services Strategy for Tanzania, Review of Community Banking Model in Tanzania, National Payment Strategy and Microfinance Act (2019). He also worked with industry associations, majority from private sector, to advance dialogue, joint negotiations and forge cross industry collaborations. The industry associations he collaborated with include Tanzania Bankers Association (TBA), Tanzania Microfinance Association (TAMFI) and Tanzania Private Sectors Foundation (TPSF).
